Is the basic insurance package announced for those earning under Dh4,000 applicable to dependent non-employed/non-earning individuals like housewives and children where companies do not cover the family?
No, the basic benefit package announced in the first phase, that will have a premium of Dh500-Dh700 is applicable only for those employees earning less than Dh4,000. Dependents do not fall under this category.

http://www.expatforum.com/expats/dubai-expat-forum-expats-living-dubai/139533-how-find-jobs-dubai-uae-thread-43.html

In my experience, LinkedIn is the best place to look and find for jobs. Thats where i got my job from, you just need to follow the right people. such as talent hiring groups. Also search for companies and click “jobs”. for example search “emirates airlines” and click “jobs” and ull see all the available opportunities. and to get even closer search for “HR emirates” so you can connect with the HR and message your cv to them personally.
hope this helps guys

Dependant visa Dubai – costs

Standard

http://www.expatforum.com/expats/uae-expat-forum-expats-living-uae/160259-dependant-visa-dubai-costs.html

I arrived yesterday in Dubai for new job and started the process to get my Residence Permit issued. This is fully paid and organized by my sponsor but only for me. So I would have to cover dependant visa for wife and 4 kids myself, who will come over in 1 month.

I asked for a quote from my sponsor and she mentioned her cost would be 4000 AED per adult and 2500 AED per kid. On top of that, she charges 1000 AED / person for her fee. That means around 5200 US$ of initial visa cost. Sounds excessive expensive to me??? I checked the governement website and they mention fees of around 500 AED per person (including medical).

Anybody a good suggestion about agencies that might be able to facilitate and know the rules? I have just started a new job and would prefer to focus on that instead of spending hours finding out about visa details…. I don’t mind paying a fee to facilitate, but the basis cost should not be higher.

As regards on whom the primary responsibility lies for ensuring that employees and their dependants have the appropriate health insurance cover, Article 11(1) of the Regulations states that the employer shall be held responsible even for procuring health insurance coverage for employees’ dependants who are not sponsored by the employer. The employer is responsible for ensuring that the employee and the employee’s dependants are covered by valid health insurance policies at all times. Employers are to meet the cost of providing basic health insurance policies for low salaried employees and their dependants and must not pass on the cost of providing such policies to employees.

Employer Obligations

All employers and sponsors are responsible for the procurement of health insurance coverage and possession of valid health insurance at all times for their employees and their families (1 spouse and 3 children under 18), inclusive of registration fees, as well as the cost of the policy and for the cost of all health care services that are provided to persons on his sponsorship in the event that such a person is not covered by a valid health insurance policy. Obtaining or renewing sponsorship of any resident expatriate will not be permitted without submitting evidence of a valid health insurance policy for the sponsored person to the relevant governmental organisations.

The law restricts the employer or sponsor from passing on the cost of providing health insurance to their employees and dependents, and such an act will be considered a violation of the law and shall hold the employer or sponsor subject to investigation and penalties. Complaints may be filed at the Complaints Unit at GAHS, if such a case occurs.

All companies within the Emirate of Abu Dhabi are expected to adhere to the health insurance law, given that due time and notice has been provided. A fair and severe list of punitive measures has been formulated and approved within the Code of Regulations for failure to comply with the law
