The law restricts the employer or sponsor from passing on the cost of providing health insurance to their employees and dependents, and such an act will be considered a violation of the law and shall hold the employer or sponsor subject to investigation and penalties. Compulsory Health Insurance in the UAE: Impact upon Employers.
The new law is not as comprehensive as that in Abu Dhabi where employers must provide cover for staff and their families (one spouse and up to three children under 18 years of age). It is unlawful for an employer in Abu Dhabi to pass on the cost of cover to the employee.

If an employee’s spouse is a resident in the UAE, then the employer must pay for appropriate cover (per HAAD guidelines) and cannot pass on the cost to the employee. This is the case whether the spouse works for the same company, works elsewhere or not at all and is entirely unrelated to the contract of employment.

Mandatory health insurance for UAE employees
While the draft law has not yet been made publicly available, it reportedly imposes fines on employers of up to AED10,000 for each employee without health insurance and fines of up to AED30,000 on employers who seek to pass on charges to employees for providing them with health insurance.

UAE companies to provide mandatory health insurance for all under draft lawThe draft says sponsors must submit proof of cover for each worker electronically to relevant authorities. Any person who gives incorrect details for a health insurance service or benefit will be fined Dh10,000 to Dh30,000.

As regards on whom the primary responsibility lies for ensuring that employees and their dependants have the appropriate health insurance cover, Article 11(1) of the Regulations states that the employer shall be held responsible even for procuring health insurance coverage for employees’ dependants who are not sponsored by the employer. The employer is responsible for ensuring that the employee and the employee’s dependants are covered by valid health insurance policies at all times. Employers are to meet the cost of providing basic health insurance policies for low salaried employees and their dependants and must not pass on the cost of providing such policies to employees.

Just thought it might be useful as it took me two weeks to finally find the info i wanted… ie… how can I provide health insurance to our housemaid.

Please be informed that if the house maid visa is issued from the Emirates of Abu Dhabi ,you can apply for the basicplan, which costs 600 AED per year. The required documents to insure the housemaid are as follow:
- Sponsor’s Passport & Visa Copy
- Housemaid Passport & Visa Copy
- Photograph (1)
- Salary Certificate
- Fitness Certificate
- Insurance Card Copy (For Expatriate Sponsors
Only) - Application Signed by the Sponsor or the
applicant.
Kindly note that if the fitness certificate is not ready it is a postponement to submit the Fitness Certificate by signing an undertaking to provide it to us once its ready, and of course if the result is unfit the client will be refunded.
Please be informed that our new Mussafah branch located at Plot No. 12 (next to the SEHA building), Mussafah, will cater exclusively for Individual Basic plan customers.

Daman – The ‘white’ Card (Abu Dhabi Plan)

Can anyone shed some light on what entitlements I have with this type of insurance? I’ve looked on their website and can’t seem to see a list of doctors etc I am able to visit and have t covered by the insurance.
I am quite annoyed as I made an appointment with a dermatologist and while making the appointment I asked if it would be covered by this insurance card. The person I spoke with asked me which type of Daman card I had and told me that I’d only have to pay DH20 and the rest would be covered. I even double checked that this advice was applicable for the Dermatologist (and not just GPs) and I was told that it definitely was. Well after waiting 7 weeks for my appointment the reception staff told me that it was not in fact covered by the ‘white’ Daman card and I needed to pay more than DH300 for the visit. I didn’t even have that much cash on me that day and they wouldn’t accept my Amex credit card! So needless to say I was quite annoyed and embarrassed that I couldn’t pay my bill on the spot after my appointment and had to make a special trip back after getting cash out.
Not sure if I should even be on the ‘white’ Daman insurance as the website says something about it being applicable for expats on a total monthly salary of DH5,000 or less and I earn more than that a month. But obviously they just gave me the cheapest possible option to meet the obligation of providing medical insurance.
Sorry that this is a bit of a rant but I’d also like any info on what medical services are available on this insurance plan.
